Campbell Union
High School District

Project:
Renewable Energy Project

Project Highlights

Campbell Union High School District operates five high schools and multiple other sites that were ideal for some form of renewable energy project. District staff and board members were motivated to find a process and financing solution to the concept of building renewable energy projects at each of their primary sites.

The District started by entering into a power purchase agreement with an energy developer, thereby avoiding any financing or ownership issues. After further review and discussions with NHA Advisors and other renewable energy consultants, the District determined that the cost was too significant and the better approach was to design the project and act as the developer-owner.

The financing plan included the use of District funds as well as a short-term private placement with a bank at low interest rates. The financing program took into consideration State credits and anticipated revenue generation in order to avoid any financial stress on the District’s operational budget.
