NHA’s Energy and Climate Change Group develops creative funding solutions for energy efficiency, renewable energy, and climate change resiliency projects. NHA served as the original architect of the Property Assessed Clean Energy (PACE) financing program, has executed numerous Clean Renewable Energy Bonds (CREBS), and has consulted and developed financing solutions for dozens of solar/renewable energy projects across the state. We also have experience with developing funding solutions for infrastructure/facility projects that incorporate renewable and clean energy components, such as structuring “Green Bonds” for the City of Napa’s new recycling center and parking revenue bonds for the City of Berkeley to fund a state of the art parking garage that incorporated EV charging stations, solar panels, and high efficiency LED lighting.

As the Municipal Advisor for the first comprehensive climate change adaptation funding program for the San Francisco Bay Area (Resilient by Design – resilientbayarea.org), NHA utilizes our holistic approach to funding climate change adaptation and resiliency projects. Our approach packages both Federal, State and philanthropic grant programs with public debt financing options for each stage of the project development process, with different funding strategies identified for conceptual planning, pre-development and project finance.
