NHA Advisors’ Utility Practice provides financial planning and funding solutions for Water, Sewer, Recreation, Electricity, Storm Drain and other enterprise projects. The Utility Group’s expertise includes high-level rate modeling, financial projections, climate change adaptation, credit analysis and “holistic” funding plans for capital projects. We work with the enterprises of the smallest (i.e. Farmersville) to the largest (i.e. Riverside) local agencies as well as utility and special districts (i.e. Calaveras County Water District).

NHA Utility practice approaches each engagement with a holistic focus and finds diverse ways of funding public finance projects, including grants, SRF and WIFIA loans, CREBS, traditional bonds, Pay for Performance Loans, and leveraging other State approved propositions like SB1, SB5 and Proposition 1. The common objective within any holistic funding approach is delivering the lowest cost of funds, optimize long term rate management for our clients and their ratepayers and areas (i.e. infrastructure, environmental, flood control, water quality, traffic congestion, etc.).

We have demonstrated the ability to develop creative funding solutions under some of the most challenging situations, including Prop. 218 litigation, bond covenant violation, and natural disasters, many of these examples can be found in our Utility practice case studies
